android - DevicePolicyManager.reboot() stuck in an infinite restarting loop

After calling dpm.reboot() on an Android API 30 emulator, it seems to be stuck in some restart state. Each time it successfully restarts, it will go back to restarting after around a minute. I added lots of log to check and realized since the second time, it never triggered any of those logs again and is probably stuck in dpm.reboot(). Any insights would be greatly appreciated!
